Chinese Law MCP Server

The NPC Law Database alternative for the AI age.

npm version MCP Registry License GitHub stars CI

Query Chinese legislation -- covering data protection, cybersecurity, corporate law, and more -- directly from Claude, Cursor, or any MCP-compatible client.

If you're building legal tech, compliance tools, or doing Chinese legal research, this is your verified reference database.

Built by Ansvar Systems -- Stockholm, Sweden

Why This Exists

Chinese legal research is scattered across official government databases, commercial legal platforms, and institutional archives. Whether you're:

  • A lawyer validating citations in a brief or contract
  • A compliance officer checking if a statute is still in force
  • A legal tech developer building tools on Chinese law
  • A researcher tracing legislative history

...you shouldn't need dozens of browser tabs and manual PDF cross-referencing. Ask Claude. Get the exact provision. With context.

This MCP server makes Chinese law searchable, cross-referenceable, and AI-readable.

Deployment Tiers

TierContentDatabase SizePlatform
FreeAll national statutes + administrative regulations + EU cross-references~200-400 MBVercel (runtime download) or local
Professional+ Judicial interpretations by SPC + departmental rules + regulatory guidance + full Civil Code~2-3 GBAzure Container Apps / Docker / local

Deployment Strategy: LARGE - Dual Tier, Runtime Download

The Chinese legal corpus is massive due to the breadth of national laws, State Council regulations, judicial interpretations, and departmental rules. The free-tier database (statutes + administrative regulations only) is estimated at 200-400 MB, which exceeds the Vercel 250 MB bundle limit. This requires the Strategy B (runtime download) approach:

  • Free-tier database is compressed and hosted on GitHub Releases
  • Downloaded and decompressed to /tmp on first cold start (~10-20s)
  • Health cron keeps the Vercel function warm to avoid repeated downloads
  • Professional tier requires local Docker or Azure Container Apps deployment

Capability Detection

Both tiers use the same codebase. At startup, the server detects available SQLite tables and gates tools accordingly:

Free tier: core_legislation, eu_references
Professional: core_legislation, eu_references, judicial_interpretations, departmental_rules, regulatory_guidance

Tools that require professional capabilities return an upgrade message on the free tier.

Database Size Estimates

ComponentEstimated SizeNotes
National laws (NPC + NPCSC)~50-80 MB~300 laws, full text in Chinese
State Council regulations~80-120 MB~800 administrative regulations
English translations~30-50 MBSelected laws with NPC official translations
EU cross-references~5-10 MBMapping tables (PIPL-GDPR, CSL-NIS2, etc.)
FTS5 indexes~40-80 MBFull-text search indexes for Chinese text
Free tier total~200-400 MB
Judicial interpretations (SPC)~500 MB-1 GBSupreme People's Court interpretations
Departmental rules~500 MB-1 GBMinistry-level regulations
Professional tier total~2-3 GB

Language Support

The primary language is Mandarin Chinese (zh). All official law text is in Chinese, which is the sole legally binding version.

English translations are included where available from the NPC English portal (en.npc.gov.cn). These translations are explicitly marked as "Translation for Reference Only" and are not legally authoritative. The search tool supports queries in both Chinese and English.

Why This Works

Verbatim Source Text (No LLM Processing):

  • All statute text is ingested from official Chinese government sources
  • Provisions are returned unchanged from SQLite FTS5 database rows
  • Zero LLM summarization or paraphrasing -- the database contains regulation text, not AI interpretations

Smart Context Management:

  • Search returns ranked provisions with BM25 scoring (safe for context)
  • Provision retrieval gives exact text by statute identifier + chapter/section
  • Cross-references help navigate without loading everything at once

Technical Architecture:

Official Sources --> Parse --> SQLite --> FTS5 snippet() --> MCP response
                     ^ ^
              Provision parser Verbatim database query

Traditional Research vs. This MCP

Traditional ApproachThis MCP Server
Search official databases by statute numberSearch by plain language
Navigate multi-chapter statutes manuallyGet the exact provision with context
Manual cross-referencing between lawsbuild_legal_stance aggregates across sources
"Is this statute still in force?" --> check manuallycheck_currency tool --> answer in seconds
Find EU basis --> dig through EUR-Lexget_eu_basis --> linked EU directives instantly
No API, no integrationMCP protocol --> AI-native

Data Sources & Freshness

All content is sourced from authoritative Chinese legal databases:

Verified data only -- every citation is validated against official sources. Zero LLM-generated content.

Important Disclaimers

Legal Advice

THIS TOOL IS NOT LEGAL ADVICE

Statute text is sourced from official Chinese government publications. However:

  • This is a research tool, not a substitute for professional legal counsel
  • Court case coverage is limited -- do not rely solely on this for case law research
  • Verify critical citations against primary sources for court filings
  • EU cross-references are extracted from statute text, not EUR-Lex full text

Client Confidentiality

Queries go through the Claude API. For privileged or confidential matters, use on-premise deployment.
